From the moment the system became operational in Croatia, the need for safe integration of UAS operations has been constantly growing. To enable reasonable and efficient small UAS operations (the open category), we made the AMC Portal Mobile application as a constituent part of the AMC Portal System and put it into operation in January 2019, and have been developing it since. The application gave UAS pilots the opportunity to get the approval for flights up to 120 m in uncontrolled airspace automatically, and even within CTRs, up to 50 m outside the aerodrome safety buffer area (5 km from the ARP).
This controlled process meant that our small drone users could fly their drones safely and legally in the whole airspace, even before the (EU) 2019/947 regulation became effective.
UAS flights above 120 m, and even those in controlled airspace, are also allowed with the system covering the requirements for the specific and certified categories; both VLOS & BVLOS operations.

 

This feature is mostly beneficial for STATE UAS operations, especially for emergency services.
Regarding the further development of UTM and U-Space requirements, the system is compliant with all necessary U-Space services ((EU) 2021/664). The network identification service depends on the identification system that a U-Space provider already has or wants to integrate separately into the system. Our Project Team is dedicated to follow all EU requirements according to the latest developments in the field.

From the early beginning of the project, Croatia Control’s (CCL) experts realized that the amount of segregations needed was rapidly growing, especially when drone operations came into the picture. To be able to provide the advanced Airspace Management service, it was crucial to share the picture we had in our ASM and ANSP control centre with end users in real time to brief them. The connection between end users and competent ASM and ATC units was established through a system for booking and releasing airspace reservations on the pre-tactical (ASM level 2) and tactical (ASM level 3) level.
The connection with other ASM, AIS, MET, and ATM systems allowed the AMC Portal to present actual relevant information to end users with guaranteed data quality and accuracy, fully or partially automated.
Advanced ASM procedures today enable the most advanced FUA on modular and AD-HOC principles based on actual users’ needs, resolving conflicts in the planning phase but also in actual situations.
The system is used for pre-flight planning and briefing.

STATE operations, including military operations, are not covered by EU regulations, but they are conducted every day in the same airspace and they have a great influence on all other activities in airspace. Through specially developed procedures, the AMC Portal System allows a fast and safe access to airspace for conducting STATE operations, when fast intervention is crucial – while saving human lives.  
Continuous communication with all stakeholders during the process of development of the system gave our Development Team the essential insight into and an understanding of actual operational needs to enhance the procedures that connect ATM, ASM, and UTM. The proof of system utilization is the number of safely conducted STATE operations and their number growing every day.
All STATE emergency services are an indispensable part of the AMC Portal (SAR, firefighting, the police, the military, customs, etc.).

A specially designed module for the police (or any other competent authority) allows the security system to easily identify whether a UAS operation is legal (approved by the competent authority and unit) or illegal and subject to further prosecution.
The competent national authority (Croatian Civil Aviation Agency) is also connected to the system through a specially designed module to oversee all planned or ongoing activities.
